1. Place the peeled and chopped potatoes into a large pot and cover with water. Add a pinch of salt and bring to a boil.
2. Cook the potatoes until tender, about 15-20 minutes. Drain the water and return the potatoes to the pot.
3. In a small saucepan, heat the butter, milk, and cream until warm.
4. Mash the potatoes using a potato masher or a hand mixer, gradually adding the warm butter mixture. Continue mashing until smooth and creamy.
5. Season with salt and pepper to taste. Garnish with fresh chives and serve immediately.
